To be effective, participation needs to ensure that citizens play a meaningful role in decentralisation programmes. Various methods have been developed to facilitate these processes, such as gender-sensitive approaches, citizen juries and forums for national debate, as well as tools for tracking public expenditure, the national budget, participatory budgeting, etc. This paper draws on experience using participatory budgeting in Fissel and Ndiaganiao, two rural municipalities in Senegal.
