In the final days of 2020, China and the European Union clinched an ‘in-principle’ deal on their Comprehensive Agreement on Investment (CAI).

Whether the treaty will ever come into force remains to be seen, particularly as tensions over reports of human rights violations in China escalated in tit-for-tat sanctions and boycotts. But as a major economic treaty, the CAI provides insights on how big powers are (re)negotiating their relations in a shifting international political economy.
